Quite often SEs with little or no training in HCI are directly responsible for practicing and applying HCI methods in their organisations, making crucial HCI decisions without the benefit of usability knowledge. Since inclusion of HCI activities is not a process improvement, but as a paradigm shift, organisational inertia inhibits the inclusion of HCI methods in their processes.
