However, for the purposes of this text the exercise of power can be analytically separated into the disciplinary and the pastoral. Disciplinary power signifies those processes through which knowledge about the population is gained by the nation state as a condition for the effective management and governance of ‘the people’. These processes are embedded in the knowledgeable (expert) discourses of the human sciences, sciences which provide knowledge about madness, deviancy, crime and, of course, education.
This is particularly significant for a text on education and training, for, as Ball (1990c: 3) suggests, ‘educational sites are subject to discourse but are also centrally involved in the propagation and selective dissemination of discourses, the ‘‘social appropriation” of discourses. ’ Discourse analysis is not therefore without its problems and its critics. Nor is it a homogeneous field in itself. However, what it makes possible in the discussion of a learning society and lifelong learning is an examination of who is setting the agendas, how, what those agendas are and where and how they are contested.
