In August 1945 the People’s Front was formed, which was effectively a continuation of the AVNOJ in an electoral form, including many of the non-communists who had participated in the resistance movement throughout Yugoslavia. Attempts made by some politicians from parties outside the Front – such as the Democratic Party and the Croatian Peasant Party – to organize an opposition failed, and in the end they did not participate in the election. The only list of candidates put to the voters was the People’s Front list and it was overwhelmingly endorsed.
The constitution also gave legal status to the People’s Committees and their direct and participatory democracy was considered to have been one of the great achievements of the national liberation struggle.
